NSA Resolution Calls for Action to Stop Financial Scams, Prosecute the Criminals Behind Them

July 7, 2025 – (Alexandria, V.A.) — The National Sheriffs’ Association (NSA) has adopted a resolution calling for more resources to help law enforcement protect consumers from financial scams by tracking, stopping and prosecuting the criminals responsible.

Financial scams cost Americans billions of dollars a year. Increasingly originating from overseas financial crime cartels and using more sophisticated tools like AI, scammers are victimizing unsuspecting Americans by posing as law enforcement, debt collectors, a possible romantic interest and other false personas through text messages, phone calls and social media marketplaces.

The resolution, which was passed unanimously by NSA, urges President Trump and Congress to act by providing more resources for consumer education, law enforcement detection and prosecution of financial scams, and requiring social media platforms to implement more robust scam monitoring and prevention measures. The NSA also supports stronger penalties for these financial crimes.

“Sheriffs all over the country are dealing with increases in both the number of scams and amount of money these criminals are stealing from Americans,” said NSA 2nd Vice President and Chair of NSA’s Government Affairs Committee Sheriff Jim Skinner from Collin County, Texas.

“As these criminal cartels get bigger, bolder and more sophisticated, we need to match it with increased resources and a whole of government approach to educating Americans, protecting them from scams, and prosecuting the criminals.”

The passage of the resolution continues NSA members’ longtime leadership on issues of financial crime and underscores their commitment to protecting their communities and bringing criminals to justice.

In addition to the resolution, the NSA has also endorsed the bipartisan Task Force for Recognizing and Averting Payments Scams (TRAPS) Act which would create a cross-government task force combatting the growing issue of payment scams. The bill was introduced by Sens. Mike Crapo (ID) and Mark Warner (VA).
