Improving Community Preparedness to Assist Victims of Mass Violence and Domestic Terrorism
The Improving Community Preparedness to Assist Victims of Mass Violence and Domestic Terrorism: Training and Technical Assistance (ICP TTA) program, in cooperation with four national partners and a cadre of subject matter experts, provides free training and technical assistance to communities looking to incorporate victim care into emergency planning. Using 16 Best Practices in Planning to close the gap between emergency management and victim services operations, ICP TTA helps communities improve their response to mass violence or domestic terrorism incidents.

ICP TTA has subject matter experts with lived experience responding to criminal mass violence and domestic terrorism (CMV/DT) events. These individuals use their expertise to help communities:
• Develop a CMV/DT annex plan centered on victim care
• Facilitate relationships with CMV/DT response stakeholders
• Incorporate victim care into existing drills/exercises
• Provide training and resources specific to your community’s planning needs

ICP TTA has a plethora of free resources available online at icptta.com, including a newly adapted Exercise Guide (PDF, 902 KB) aligned with Homeland Security Exercise and Evaluation (HSEEP) doctrine. The guide contains sample exercise templates to assist your community with incorporating victim services into existing emergency management exercises.
