The National Traffic Incident Management Responder Training was created by responders for responders. This course provides first responders a shared understanding of the requirements for safe, quick clearance of traffic incident scenes; prompt, reliable and open communication; and motorist and responder safeguards. First responders learn how to operate more efficiently and collectively.

TIM consists of a planned and coordinated multi-disciplinary process to detect, respond to, and clear traffic incidents so that traffic flow may be restored as safely and quickly as possible. Effective TIM reduces the duration and impacts of traffic incidents and improves the safety of motorists, crash victims and emergency responders.
IACP: Safe, Quick Clearance of Traffic Incidents Toolkit
NSA Traffic Safety Committee chair, Sheriff (ret.) John Whetsel, joined the workgroup led by IACP and sponsored by NHTSA to create the Safe, Quick Clearance of Traffic Incidents Toolkit. This toolkit provides law enforcement executives with information that demonstrates the importance of adopting practices that facilitate the safe, quick clearance of traffic incidents in order to increase responder and public safety; reduce traffic congestion and the risk of secondary crashes; and the overall quality of life in communities.
